SBIE2103 Denied attempt to load system driver 'nepkernel' (start service)

This started happening when updated to 1.1.74, then when roll back to 1.1.73, the message stick everytime the app started when instance starts.

Updated to 1.1.75, still happening.

This error in the event viewer when it happened:
0x80070002: Cannot create the Desktop AppX container for package SandboxieShell_1.0.0.0_neutral__8tm9b3t852hs2 because an error was encountered configuring the runtime.

Is there a way to mute this notification, so it can be viewed in the rolling log in the lower window, but not a popup at start of the app in every instance?

Yes, go to Global Settings > General Config > [Notifications]

There you can click on "Add Entry" and enter the message ID, which is just the number. In your case that is 2103.

The pop-up notification also has a button to dismiss a message and the arrow next to it, gives the option to permanently mute a message with that ID.
