Mark of the Web prevents .NET program to run properly

Strange sandboxed behaviour on Sandboxie-Plus v1.16.1 that I think shouldn't be like that:
  1. Outside a sandbox I unpack a .NET application with many DLL modules into a folder from a downloaded ZIP archive with MotW flag on it;
  2. I remove the mark from the main exe and run it after copying the files into a sandbox;
  3. It fails to load some libraries, that likely still have MotW on them, and doesn't work properly.
But if I remove Mark of the Web from the archive in its properties and only then unpack it, it runs normally.

Is this an intended behaviour? How can I disable this?

Sandboxie Plus > Options > Global Settings > Program Control > Force Process Options > uncheck 'Force files with a Mark of The Web into a sandbox'
 
It was unchecked already. The problem is elsewhere. I just remove MotW from everything before putting in sandboxes for now but it's inconvenient.
 
Sandboxie-Plus 1.16.1, Windows 10 x64 22H2, the software I tested it on is private but any other .NET app with ExportAttribute exports in separate .dlls will probably do. Just download its zip from the web to mark the entire archive, unpack it as is outside a sandbox with an unpacker that respects MotW, copy to any sandbox without removing MotW and remove it only from the main .exe inside the sandbox in properties.
