This issue has been around for a long time, a few years at least. I stayed at x64-v1.12.6 as I didn't need any new features. The possibility of running multiple Steam clients simultaneously is what I only need to transfer items between my two accounts (4 "mule" alts on the secondary Steam account).
Now Mickey$oft has changed the PCA somehow and it does not allow running v1.12.6. I spent a whole day investigating the issue and tried everything from group policy to registry edit etc to disable the PCA to no avail.
Fallout 4 and e.g. CS2 work like a charm.
I've paid for SB for years and now playing FO76 is severely crippled i.e. not worth playing without access to alt toons inventories and e.g. known camp items.
I know many people are using Sb with FO76 so hopefully someone is here and has a solution. And yes, I can use another game version, I got a free MS version, but I don't have FO1st sub on that account so it as well make life a bit hard...
